The Countryside Governance Efficiency Difference Research Of Pearl River Delta Region

The countryside efficiency of local government is an important subject of the current local administrative reform in China. The governance efficiency of local government would influence. The process of whole reformation, the overall satisfaction of people, the harmony of society and happiness of people, However, the grassroots governance efficiency is an important part of local governance effectiveness, improve and upgrade grassroots governance efficiency has important significance for local governance efficiency.To promote the improvement of grassroots governance effectiveness, it selects the two villages which located the boundary of Guangzhou and Dongguan as a research object in this thesis. In this thesis, the research object of village A and village B, there are in the closely geography only separated by a security booth. Both the population structure and economic structure are similar, but the governance efficiency is totally different. In this paper, the two village management status and management mode are introduced in detail, through interviews and questionnaires method compares the governance efficiency of two villages, through good governance theory and social capital theory analyze the reason for the difference between the two village governance efficiency. The author thinks that, the two village governance efficiency exist difference is different, managers lack of service consciousness of the rule of law consciousness, the social capital factors such as differences in two villages. Aimed at the problems the author thinks that to increase the efficiency of the grass-roots governance should be to the idea of the rule of law as the core, with good governance theory as the instruction, at the grass-roots level controller to follow the rules in public welfare, in a service-oriented governance way to serve the masses, eliminate bureaucracy, at the same time should pay attention to the cultivation of social capital, enhance citizens’ trust of grassroots governance body and participation of grassroots governance, the parties mutual interaction to participate in social management, promote grass-roots governance efficiency enhancement.
