| The Decision on Major Issues Concerning Comprehensively Deepening Reforms was adopted at the close of the Third Plenary Session of the 18 th CPC Central Committee in November 2013,whose the overall goal is to promote the modernization of the national governance system and capacity. The Decision has strongly stated deepening reform on political,economic,cultural,social and ecological field.However, in order to promote coordinating development, improve governance efficiency, perfect governance mode, promote national democracy, the key to improve and Modernize China’s Governance Capability is to make governance body,modes of governance and reform corporate in harmony.Modern state governance puts emphasis on the participation of various pluralistic governance bodies, and have higher standard for democratic decision-making, highly efficient operation, political-institution building as well as coordinating development. On one hand,modernization on governance capability,as a whole entity, includes thoughts and ideas,institution mechanism and behavioral pattern. On the other hand, modernization on governance capability requires novel thoughts and ideas, rational institution mechanism and scientific ways and means. Therefore, modernization of governance capability has five core traits to its governing body:diversification, democratization, legalization, institutionalization, collaboration, and efficiency.Leonard White,a famous administrative expert in the early 20 th century in America, is the first person who put administrative coordination theory into institution. While its content mainly includes five aspects, respectively,streamlining government structures to reduce the amount of coordination and difficulty,Setting up administrative coordination organs,achieving a better coordination result by working precisely, administrative leader’s decision, implementing the principle of coordination. The essence of his theory lies in realizing the coordination between government agencies, to improve administrative efficiency.We could have a more profound and comprehensive understanding on White’s administrative coordination theory after have completed this thesis,which is helpful to promote the concept of modernizing China’s governance capability into fully working.White’s administrative coordination theory has extremely significant and practical value for promoting the modernization of governance in our country. With reference to White’s administrative coordination theory, China’s national governance, together with national governance capability will develop rapidly and harmoniously.Recently, coordination has been stated again in the Fifth Plenary Session of the 18 th CPC Central Committee.Governors will lay stress on comprehensive coordinated development in national governing. Coordination will be an important way to improve and modernize national governance capability.In this thesis, First, I thoroughly explain the background, essence,application,and scientific rationality about the White’s administrative coordination theory.Second, I disclose the implication of modernizing national governance, and analysis its core value orientation. Then I put some examples to illustrate the loss of coordination in national governance of our country. Furthermore,I demonstrate the necessity and importance to promote coordination forward to our country’s administrative governance. Finally,I propose some advice on promoting modernization of our nation’s governance through putting White’s administrative coordination theory into our social reality. |
