Research On The Issues Of The National Governance System And Capacity’s Modernization

The overall objective of comprehensive reform is to further improve and develop the socialist system with Chinese characteristics, and to promote the modernization of governance systems and capabilities, which was proposed by the Communist Party of China(CPC) in the third plenary session of the 18 th central committee of CPC. Generally speaking, the paper discusses the concept of national governance and its modernization on basis of the Marxist concept of state, and thus reflects on the specific approaches for modernization of system and capacity of national governance of contemporary China.This paper firstly proposes the source of concepts of national governance and modernization of system and capacity of national governance, analyzes their components and basic content and puts forward that the concept of national governance not only originates from contemporary Western governance theory, but also inherits political thought and practice of Chinese traditional society. Secondly, the paper also analyzes three major obstacles restricting modernization of system and capacity of the national governance of China, namely increasing income disparity and unbalanced regional development, national security challenge, and the imperfect system and capacity of national governance, and clearly proposes the basic principles for promoting the modernization of national governance: the first is to never copy the Western model of constitutional democracy; the second is to maintain and develop the inherent advantages of China’s socialist political system; the third is to fully absorb national government thought and system experience in Ancient China. Finally, the author proposes his personal views on realization routes of both modernization of national governance system and modernization of national governance capacity. In order to realize modernization of national governance system, the author proposes to further implement “five systems”: optimizing the ruling system of CPC; improving state power system; building service-oriented governance system; enhancing social government system; and developing socialist political culture system. Regarding modernization of national governance capacity, “five promotions” are proposed as follows: promoting the maintenance capacity of national security; promoting the protection capacity of security system legitimacy; promoting flexibility and innovation capacity of national governance system; promoting the execution capacity of national functions; promoting constraint and supervision capacity on public power.
