It is wholly owned by the government and provides unlimited guarantee. To establish the domestic insurance system for adapting to the climate changes in the future, China should start from the following several aspects: the first is to adopt comprehensive legislation mode, establish and improve the legal system for the insurance for adapting to climate changes; the second is to establish the regulatory system for the insurance for adapting to the climate changes,adopt the operational mode leaded by the government and combining with business, set up the core agency for the climate change insurance; the third is to set up specific legal system for the insurance for adapting to climate change insurance, including mandatory insurance, discriminating standard rates and the payment assumed by the core agency for climate change insurance.
