Research On Government Cooperation Issues Of Yue Gui Specially Experimental Cooperation Zone

In recent years, with the implementation of the regional coordinated development strategy,regional coordinated development, integration of collaborative development and the cooperative governance began to become one of the important problem of public management research.Through the intergovernmental cooperation governance to speed up the development of regional integration and achieve regional harmonious development become the realistic choice for the development of the region. "Twelfth five-year" period is crucial for our country to narrow regional gap and promote regional harmonious development. Therefore, the CPC Central Committee puts forward a new round of important strategic which giving the priority position to western development. At the same time, the east region was confronted with many problems such as the increasing cost of supply while its developing. To promote structural adjustment and industrial upgrading, we must find a way out by transfer. Eastern and western economic cooperation, therefore, is not only the important way of eastern participate in developed regions and support a new round of western development, also is the a realistic choice which eastern region can maintain its rapid sustainable development, and is the only way to forge new driving force of economic development and realize the regional harmonious development. West of Guangdong province and east of Guangxi province are the bordering area between west economic area and the east. To operate cooperation at there has geographical location advantages.Recently, Guangdong province and Guangxi province seized the important strategic opportunity, deeply implement regional coordinated development strategy, and actively explore the new way of intergovernmental cooperation. Since the "Twelfth five-year" period began, the government of Guangxi and Guangdong attach great importance to reinforce communication and cooperation with huge enthusiasm, communication and cooperation is becoming more and more closely, and they formed a series of promoting regional coordinated development mechanism. In July 2014, the state council formally approved the " development plan of pearl river-west river economic zone ".As an important part of the pearl river-west river economic zone, YueGui cooperation special experimental zone(hereinafter referred to as the experimental zone),as separate chapters content appears in the planning, marks the development and construction of experimental area rise to the national strategic level, become the nation’s first across provincial boundaries cooperation governance test area, to explore, and to operate.This paper conduct system analysis form basic theory and emphatically angle, to explore the government cooperation issues of YueGui specially experimental cooperation zone.On the basis of the present situation of the experimental area and the cooperation governance conditions,realistic, scientific reasoning analysis, comprehensively expounded the importance and necessity of cooperation governance. Through on-the-spot investigation of domestic typical case and combined with experimental investigation, we can find out some enlightenment for experimental zone to cooperation.Finally, this paper creatively put up with some suggestions to conduct cooperation in experimental zoon, mainly from the cooperation governance mechanism,management operation mode and operation management aspects.
