Research On Government Cooperation Of Environmental Governance In Guangdong-HongKong-macau Greater Bay Area

Guangdong-Hong Kong-Macau Greater Bay Area refers to the urban agglomeration formed by nine cities in the Pearl River Delta and two special administrative regions of Hong Kong and Macao.Since the reform and opening up,the economic development of the region has made remarkable achievements.But with the acceleration of industrialization and urbanization in the Bay area,the problem of regional environmental pollution has become increasingly prominent.However,the development of the modern economy is increasingly restricted by the environment.The problem of regional environmental pollution has become a short board for the sustainable development of Guangdong-Hong Kong-Macau Greater Bay Area,and an important factor to restrict the overall competitiveness of Guangdong-Hong Kong-Macau Greater Bay Area in the future.At present,regional integration is increasing,and environmental pollution problems are regional,complex and integrated.The effective governance of the environment urgently needs to strengthen intergovernmental cooperation.Although the cooperation in environmental governance between Guangdong,Hong Kong and Macao has been carried out for many years,and has achieved certain results,the inter-regional environmental problems are still prominent,and the cooperation of the government still faces difficulties such as the difficulty of coordinating the interests of the governments,the imperfect cooperation mechanism and the imperfect laws and regulations of cooperation.Therefore,this paper adopts a comprehensive research perspective and uses the method of literature analysis to conduct research on government cooperation of environmental governance in Guangdong-Hong Kong-Macau Greater Bay Area.Firstly,the present situation of the environmental pollution in the Guangdong-Hong Kong-Macau Greater Bay Area and the statusquo of the government cooperation of environmental governance in the bay area are analyzed.Through the analysis,the governments of Guangdong-Hong Kong-Macau Greater Bay Area have initially established a framework for government environmental governance cooperation in the process of governance cooperation on environmental pollution,including establishing a platform for government cooperative governance,signing various plans and agreements to promote the integration of environmental protection and carry out joint prevention and control of regional environmental pollution.Secondly,the plight of the government cooperation of environmental governance in Guangdong-Hong Kong-Macau Greater Bay Area is deeply excavated,and it is concluded that the government cooperation of environmental governance is faced with the following predicament: the law of government environmental cooperative governance are not perfect,the coordination of government environmental cooperative governance is insufficient,and the mechanism of government environmental cooperative governance is not perfect;Thirdly,the experience of environmental cooperation governance in the three great bay area abroad is summarized,and on the basis of the previous analysis,the proposals for deepening the government cooperation of environmental governance in Guangdong-Hong Kong-Macau Greater Bay Area were put forward from the following aspects: the laws of government environmental cooperative governance,the coordination of government environmental cooperative governance,and the mechanism of government environmental cooperative governance,etc.Finally,a brief summary of the research in this article is given.
