The personnel examination is an important carrier and means of evaluating and selecting the talents. The level of personnel examination management directly decides the effectiveness of finding,selecting and appointment the talents.What’s more, it has close relation with the development of human resource career. Nowadays, Lanzhou personnel examination is running smoothly and orderly after years of development, not only has a large scale, the rules and regulations have been improved gradually and standardized management has basically realized. At the same time, there are many important achievements in in key areas. However, there are still some problems in the management of Lanzhou personnel examination, which restrict the improvement of management, on the other hand, the problems affect the overall exploitation of human resources and the sustainable development of personnel work. Therefore, this paper takes Lanzhou personnel examination management as the research object, aiming to find out the problems and put forward suggestions. The research has both theoretical significance and practical significance.This paper uses basic theory and method of Public Management, mainly applys three kinds of research methods to it: The two theories and literature research of model of bounded rationality and the new public management; On-the-spot investigation; Comparative study. Trough in-depth analysis of development history and status quo of Lanzhou personnel examination management,we have found the following problems: The exam management institution has a weak capability of coordination and constraint with others; the lack of professional management talents; the expenditure channels for personnel exams are not very smooth and the pertinence of selecting talents is not strong. The causes of these problems are: the administrative power of examinations authority is weak and the lack of municipal linkage mechanism; the unefficient of internal trainings and the unchangeable of external trainings; the nature of management unit constraint the financial system, and the regulations of financial management is simple; the conservative ideas of management and lack of innovation. This paper take the experiences of advanced regions for reference, put forward the suggestion to establish “ Joint Conference System of Lanzhou Personnel Examination” to strengthen the function of personnel management; to strengthen the team construction and improve the professionalization of management through internal professional training and externally immersive learning; through establishing local expenditure standard for exams to regulate and increase the financial support of personnel exams; through the innovation of management ideas to make full use of existing resources to improve the sorts ofsubject tests and serve the selection of talents.
