By introducing the history and the development of personnel systems in China and abroad, the paper first presents an ideal state of China's personnel system, accordingly analyzes the various problems existing in the exam, points out the sources of such problems and puts forward the relevant strategy or suggestions. It is divided into four parts.I . The historical development and present status of personnel examination system Part I introduces the historical development of personnel examination system in ancient China and the development of modern personnel examination system in west countries,then it generally evaluates the developing level of current personnel examination system in China by analyzing its operation model and by contrast of the assumed ideal state of managing the examination system. II. The existing problems of personnel examination managementThis part analyzes from five sections the various problems existing in present personnel examination management on the basis of acknowledging its achievements, i . Problems exist in the structure of staff and organization and managing system as follows: personnel examination and managing structure are strongly dependent; managing system of personnel examination is not scientific and keeps in disorder; the working staff of examination comes from different sources and are not well qualified; professional managing staff in charge of examinations, stable invigilators and high-leveled experts making and checking exams are not sufficient.ii. Problems on the item setting, applied value and the design of examination are the following: the items of personnel examination are various and lack of unanimousarrangement; the testing items are separate from each other and are not systemic; the evaluative effect and the result applied in a certain exam appears unreasonable; some exams in design are considered unscientific.iii. Problems on testing method and operating process: testing method or test way is monotonous and new testing method can not be applied rapidly and effectively, in addition, lower efficiency is marked on exam management.iv. Problems on operating conditions and settings: the personnel examination and the relevant organizations failed to reach their lawful status; the rules of exam can not be enforced by law: hardware and software building in personnel examination organizations fall behind and working conditions of the staff are rather bad: independent exam and training center or base are scarce: plenty of people in society have a vague knowledge or prejudice about personnel examination: the testing environments are greatly disturbed by neighboring noises; social credit system has not been established and people are not conscious of the importance of the credit system. v . The source of working cost is not reasonable and exam management does not fully conform to "benefit principle", which relatively make working cost insufficient and development of work lack of material support.. The source and sticking point of the problemsThis part analyzes the interior and exterior factors which arise the problem of personnel examination management.i . Exterior social setting factors: firstly, some people can not well understand personnel examination and can not identify with fair principle: secondly, bad economic and technique conditions can not guarantee the smooth development of the affairs; thirdly, personnel examination, managing institutions and operating process are short of law status and law enforcement; fourthly, some working staff neglect the existing problems due to their traditional ideas and historical reasons so that they can not feel pressure on the existence of serious problems; lastly, the offices in the government do not make a clear distinction of their duties that personnel exam becomes difficult to handle and fall into a complicated situation, ii. Interior self-building factors: firstly, the setting of organizations is not unified, interior structure is not complete, the organizing of institutions is not healthy and it is not unanimou...
