Research On The Innovation Of Community Management In The Background Of New Urbanization

Since 1980 s, the community management started to be adopted in China, because it is close to the residents as well as its close relationship with the basic interest of residents, For the above reason, community management is increasingly being valued in the management of the local governments. Meanwhile, the development of urbanization has changed the living places of many farmers. More and more farmers choose to live in the cities rather than their previous rural areas.In this way, the countryside has become a city and farmers have become residents in the urban area. The pattern of social management also has changed greatly. With increasing effort and practice, local government has made dramatic progress in the community management, it also leads to some deep problems and drawbacks in social management. Firstly, the unclear responsibilities, misleading role and weak administrative ability of the local governments and communities have worsened the situation. Secondly, the imperfect operation mechanism has lowered residents’ willingness and passion of actively participation. Also, it makes the government lack of sufficient funding and leads to the bad development of autonomous administration. To deepen the progress of community management in the background, it depends not only on theoretical research, but also on the improving innovation of practice.This paper use Sanshui district as the case study. Sanshui District still consists of urban and rural areas. The development of community management in Sanshui District is still in the initial stage. After four year’s urbanization, the area has developed a parallel method of community management, which is suitable for local situation of the community and the village committees.However, this temporary mode has many problems. The vague management system, unclear responsibility, poor communication mechanism, the missing of incentive mechanism as well as the incomplete security mechanism have become great challenge of the urbanization of Sanshui district and have slowed down the local development. With field interview and survey, this paper proposes the following measures in order to achieve perfect community management system and innovative community management mechanism: Sanshui district should build up sound community management structure and redefine the government’s functions as well as straighten the relationship among party- Home – station. The local government should also strengthen the cultivation of social organization and improve the relevant systems as well as promote the reform of management mechanism gradually. Finally, the author argues that by setting up community committee, building the cloud platform for social governance, enhancing grid management,strengthening the public service station of the local community, Sanshui district can achieve a solid foundation for the urban community management in order to solve problems related to its administration.
