Researsh On The Development Of Rural Civilization In Sanshui District

The problem of agriculture,rural areas and farmers(“three-rural issue”,hereafter)has always been a critical issue of development that the Party and the State pay great attention to solve.The Opinions on Implementing the Rural Vitalization Strategy(No.1 document [2018],CPC Central Committee)has explicitly specified that “rural civilization is the key to rural vitalization”,which offers guidelines for the development of “rural civilization”.Therefore,promoting the construction of rural civilization and meeting the spiritual and cultural needs of farmers has become an inevitable trend and a crucial theme of the further development of rural areas.In the early 2018,Sanshui District of Foshan Municipality becomes the only county-level pilot district in the comprehensive reform of rural vitalization of Guangdong Province,accelerating Sanshui District's efforts to develop rural civilization.Based on the background of socialism with Chinese characteristics in the new era,the author systematically examines the existing literature and conducts intensive fieldwork to study the rural civilization in Sanshui District Foshan Municipality from the perspective of public administration.Starting from a comprehensive review of the theoretical basis of the concept of socialist spiritual civilization construction with Chinese characteristics,this paper focuses on defining the concept of “rural civilization”.Through the intensive fieldwork and other research methods,the author has comprehensively elucidated the development of the current rural civilization construction in Sanshui District.In addition,this paper has found out a series of problems in the existing rural civilization development,such as the imperfect construction mechanism,the low level of moral standard and the single cultural activity among the rural residents,the poor cultural infrastructure that are difficult to meet people's needs,the bad social atmosphere and so on.The author argues that these issues are mainly caused by the government,grassroots cadres as well as the rural residents.To solve these problems,this paper-considering the characteristics of Sanshui District-seeks to explores targeted countermeasures so as to strengthen party building,to establish long-term mechanisms,to increase investment in human and financial resources,to establish advanced role models,to improve moral accomplishment,to dig deep into cultural brand connotation,to integrate culture,sports and tourism,and to purify social atmosphere.The construction of rural civilization is an arduous and long historical task,which needs to be adjusted according to local conditions.It also needs deepen innovation constantly,and strives to explore new and practical ideas and countermeasures to provide useful reference for the local construction of rural civilization and even the construction of rural vitalization.
