The majority of retired cadres(hereinafter referred to as “retired cadres”)are the precious wealth of the party and the state,the important resources for the party to govern and prosper the country,and the important force to promote the great cause of socialism with Chinese characteristics.President Xi has repeatedly stressed that we should encourage the majority of retired cadres to stick to the center,never forget the original intention of the revolution,always maintain their political qualities,give full play to their political advantages,experience advantages and prestige advantages,and actively contribute wisdom and strength to the realization of the "two Centenary" goals and the Chinese dream of the great rejuvenation of the Chinese nation.The healthy and orderly development of retired cadres volunteer service activities will not only contribute to the physical and mental health development of retired comrades,but also give effective play to the advantages of this "silver talent" team,alleviate the shortage of professional talents in an aging society,and boost the development of national social construction.However,due to the official particularity and dependence of the retired cadre volunteer organizations,and the long-term excessive interference of government departments,there are still many problems in the launch of retired cadre volunteer service activities,which affect the overall performance of volunteer service.To this end,this paper takes Guangzhou retired cadre volunteer service organization as the research object,according to years of experience of retired cadre volunteer service work,combined with the research and interview of key positions,analyzes the failure phenomenon of Guangzhou retired cadre volunteer service activities,combs the contradictions,analyzes the internal reasons,and thinks about countermeasures and suggestions,in order to provide better reference for Guangzhou retired cadre work department.First of all,combined with the analysis logic and results of "voluntary failure" theory,this paper combs the existing problems in the voluntary service activities of Guangzhou retired cadres,the specific performance of voluntary failure such as paternalism in organization operation,simple and inefficient management,insufficient charitable resources,limited organizational development,particularism of voluntary service,content deviation from social needs,and so on;Then,it analyzes the internal causes of the failure of the retired cadres voluntary service,from the aspects of the management department of the retired cadres,the retired cadre voluntary organizations and the society,and sums up the main reasons such as the excessive government intervention,the insufficient government supply guarantee,the lack of the internal ability of the voluntary organization,the lack of effectiveness of the incentive mechanism,and the lack of social recognition support;Then,according to the causes of the problem,put forward countermeasures and suggestions.Government administrations should actively adapt to the needs of social development,combine with the characteristics of retired cadres,change their perceptions,optimize the division of functions,change the current relationship with voluntary organizations of "leading-being led,managing-being managed,controlling-being controlled",effectively make up for their missing functions,and return to the offside functions.At the same time,retired cadre voluntary organizations should standardize their own management operation,actively think about innovation,stimulate the internal vitality of the organization,give full play to their subjective initiative and creativity,improve their management planning ability,and gradually reduce their dependence on the government.At the same time,the government administration of retired cadres and voluntary organizations should cooperate closely to build a multi-incentive system and cultivate the social ecology for retired cadre voluntary service.Finally,the paper summarizes the existing problems,and puts forward the direction of further research.
