Government-supported Cultural Industry Projects Models And Issues Research

At present, from national level to city-county level, all trying to use the model of " through a big project" to help the development of cultural industry, promote the transformation and upgrading of economic structure. As a carrier of the development of cultural industry, cultural industry projects, develop or not,is very important for our country. Government using direct and indirect policy is one of key ways to keep good development. But due to the cultural industry started relatively late in our country, Although using large projects driving has been a present situation. But the theory, did not follow up. And during the process of operation, Government funding problem became the hinder for the further development of cultural industry of our country.This paper based on the policy, from direct assistance,Indirect assistance,two aspects to comb the current cultural industry project financing modes, summarize policies involved and analysis these two models. Then combined with the actual cases pointed out that Cultural industry projects modes existing lots of problems,low efficiency of funds,,Poverty areas have difficult to develop Cultural industry, lacking of effective project supervision, and performance evaluation mechanism,lacking of the evaluation of intangible assets and guarantee mechanism, rent-seeking activities. Combining Our Actual Condition, perfect the system of project examination and approval, introducing the dynamic support, overall supervision, post-project evaluation, Project guarantee mechanism, giving basic Suggestions to help cultural industry in the future.
