Research On The Problems And Countermeasures In The Implementation Of Government Support Policies For Zoucheng Robot Industry

Known as the "pearl on the crown of manufacturing industry",robot industry becomes a standard to measure a country's innovation and industrial competitiveness,which directly brings a new round of global technological and industrial revolution.Major developed countries have formulated more scientific development plans and supporting policies from strategic perspectives.China has also put forward "Made in China 2025" and issued a series of policies to support the development of robot industry.As a local government,how to respond to this condition,put forward more supportive policies and promote the industry.Therefore,it is necessary to study the implementation of a local government.Based on Smith's model of policy implementation process,this paper studies from four dimensions: idealized policy,target group,executive agency and policy environment.According to methods of literature research and questionnaire,this paper studies the implementation of Zoucheng county which put forward policies in robot industry,with emphasis on measures,such as fiscal supply,talents introduction,financial support and technology innovation,thus improve internal and external environments of robot industrial development.By cultivating enterprises,spinning industrial chains,gathering talents and innovating products,robot industry in Zoucheng county grows rapidly.At the same time,it finds problems existing in implementation,such as the lack of precision,practicability,enterprises' identity and enthusiasm,institutional enforcement and social conditions,which result from the local government's emphasis on policy formulation rather than implementation,management rather than service,and lack of effective supervision mechanism.According to Smith's model,this paper put forward suggestions from four dimensions,such as enhancing policy precision,practicability,enterprises' identity,government's implementation,and social environment,which could boost the robot industry.If we intend these supporting policies could be effectively implemented,it is necessary to adhere to the mechanism,innovate methods,and serve enterprises precisely,conduct enterprises play the principle part.
