Research On Current Situation And Improvement Of Intelligent Transformation Of Manufacturing Industry Promoted By T Municipal Government

In recent years,with the accelerated integration of the real economy and the new generation of information technology,a wave of industrial transformation and digital economy has been rapidly set off around the world.It was put forward in the report of the 19 th national congress of the communist party of China(CPC)that "China is going to promote the integration of the Internet,big data,artificial intelligence and the real economy”.As an important old industrial base in China,T city boasts solid industrial foundation,but advantageous traditional industries present to be over-emphasized and outdated,which seriously affects the quality and efficiency of economic development.At the present stage,in order to realize high-quality economic development,local governments should actively play their economic functions,accelerate the transformation of economic development mode,and guide and promote the optimization and upgrading of industries.This thesis uses literature analysis,case analysis,policy text analysis,grounded theory analysis and other methods to deeply analyze and study the development of the manufacturing industry in T city,and summarizes a series of measures taken by T city government in the process of promoting the intelligent transformation of manufacturing industry.On this basis,the policy text that best embodies the will and behavior logic of the government is selected as the entry point.Based on the grounded theory analysis method,Nvivo11 software is used to encode the text.After three-level coding,91 concepts,30 categories,11 main categories and 3 core categories of local governments to promote the transformation of manufacturing industry are extracted,and finally a policy support model for local governments to promote the transformation of manufacturing industry is constructed.With strategic planning layer,mandate layer,safeguard measures layer in three dimensions put forward by the model as the analysis framework,this thesis analyzes the existing problems and causes of T city government in the process of its manufacturing intelligent transformation,and at the same time,based on the experience at home and abroad for reference,puts forward suggestions for improvement from three aspects,namely improving top-level system design in strategic planning,enhancing implementation of policy initiatives on the mandate,and guiding and supporting industrial transformation through safeguard measures,further improve relevant policies and supporting measures for the government to provide the reference to provide reference for government departments to further improve relevant policies and supporting measures.
