Research On Civil Consciousness And Social Supervision On Contemporary China

Social supervision is not only an inevitable result of sustainable growth of civil society as well as the rapid expansion of citizens’ political participation,but also a positive response to anti-corruption work implemented strongly by the government. Compared with the form of supervision within the power system,Social supervision belongs to external, grassroots, allogeneic and integral supervision, characterized basic, spontaneity,openness, extensiveness and other general features, as well as some drawbacks such as blindness, lag, indirect,non-mandatory. Social supervision have a distinctive feature of democracy, it is an one of the important expressions of democracy.As an important manifestation of modern political culture, civic awareness is a consciousness which contains the mean of democracy, rules, rights, participation,and negotiation. Civic consciousness lay a solid foundation for the formation of social supervision, and social supervision is an important way to cultivate and spread civic consciousness.Social supervision in contemporary China is suffering from a serious status lack of civic consciousness. It shows mainly the following characters. Citizens are lack of subject consciousness, and their consciousness of rule is scarce when participate in social supervision, and the consciousness of rights develop in a wrong way. Citizens’ ability to participate in social supervision is low, and the willing of consultations with others is not strong. Lacking of civic consciousness injured social supervision seriously. Motivation of social supervision have a tendency to only focus on self-interests seriously. There are lots of irrational behaviors happened when citizens participate in social supervision. The subject of social supervision presents a characteristic of fragmentation. Those above lead to a bad environment, which is worried about by all of us.There are many factors resulted in lack of civic consciousness in social supervision. Specifically, due to the structural imbalance that social value issuffering from in transition, the public is lack of consensus on basic values,cultivation of civic awareness and civic spirit are restricted still by The traditional feudal autocratic culture. Because of excessive concentration of power, there are many flaws and loopholes in the pressurized system, so that the cultivation of civic consciousness is very difficult. In addition, traditional economic forms in backward regions also undermine the cultivation of civic consciousness indirectly.In order to cultivate civic consciousness, strengthen social supervision, we need to promote the development of socialist market economy, continue to strengthen and improve the construction of system and law related the social supervision, try the best to strengthen the propaganda and education on civic consciousness, encourage people participating positively in political life, strive to foster social organizations and promote the growth of civil society. Only by this can we create a good cultural environment for social supervision, and keep it moving forward.
