The Researching For The Functions Of Local Government In Gui Zhou Province Integrating Into The Yangrze Economic Zone

The political ruling,economic adjustment,social management and public service, are the three functions of local government. It is particularly significant for the regional economic development that the local government should perform the economic and social functions well. In the market-oriented economy system,the government must realize the relationship between government and market as well as define what should be managed and what shouldn’t be managed. The new public management theory,bases on decisive effect of market on resource allocation,advocates the concept of integration of government and market properly,which has something in common with the current guidelines of the Chinese central government. It matters to the issue of the regional economic and social development in Guizhou province that Guizhou integrating into the construction of Yangtze Economic Zone.Therefore,the local government in Guizhou province should grasp and carry out the new management theory and model actively for promoting the sustained, rapid and healthy development of regional economic and social development.Although the local government played a active role in the process of integrating into the Yangtze Economic Zone,there are also some problem in performing its functions,which mainly shows in the inaccurate of economic function and the absence of social management and public service of government.There are several reasons: the restriction of traditional administrative cultural and system,the lag of the construction of administrative legal system,the conflict of local government interest,the irregularity of the assessment standard to government officers,the retardation of citizen society development.For Guizhou province integrating into the construction of the Yangtze Economic Zone and local government performing its functions well,this thesis presents some relevant countermeasures with the governance modes of new public management theory. It is not only useful to government in Guizhou province,but also a reference to other governments for improving its function.First of all,the local government should transform the governing concept. Taking the concept of “limited government” and“service-oriented government”instead of traditional “government-basis”. Secondly, the functions of loacal government should be difined correctly, such as what should be managed and what shouldn’t be managed.In the process of integrating into the construction of economic zone, the mainly economic function of local government is coordinating the economy,supervising the market and enhancing the cooperation among governments.Meanwhile,the local government should pay more attention to infrastructure construction,making a good market atmosphere and developing the science,education,culture, health etc.Finally,the service mode should be transformed, the reform of administrative approval system should be propelled, the social organizations should be guided, the system of assessment and supervision of government officer should be perfected, the service for human resource should be improved. Thus the governance ability of local government would be improved further.
