Research On The Transformation Of Township Government Functions In Ethnic Minority Areas Of Guizhou Province Under The Background Of Rural Revitalizatio

Although the township government is at the end of China’s "central province city county township" level,it is the forefront of the implementation of superior work tasks.With the decisive victory in poverty alleviation,township governments are facing unprecedented new opportunities and challenges.The current functional operation mechanism of township governments is not suitable for the increasingly complex work tasks.According to the new requirements of the Rural Revitalization Strategy,there is an urgent need to re conduct a systematic study on the functions of township governments,so as to realize that their functions are appropriate to the Rural Revitalization Strategy as soon as possible,and make all the work of Rural Revitalization in place.According to the overall development requirements of the Rural Revitalization Strategy,this paper takes K Town,Kaili City,Qiandongnan Prefecture as an example,adheres to the problem orientation,and studies the function transformation of township government by using three methods: structural interview,questionnaire and case analysis.The first is to reposition the functions of township governments,including macro guidance,economic development,talent construction,cultural construction,environmental governance and organizational construction.The second is to introduce the function performance of K town government under the background of Rural Revitalization Strategy.Third,through the forms of interview,investigation and questionnaire,according to the six aspects of function orientation,the problems existing in the function transformation of K town are found and analyzed.In order to find out the direction and measures of implementing the Rural Revitalization Strategy,it is difficult to build a modern agricultural industry system required for industrial integration,and lack of systems and measures to effectively cultivate local talents The ability to cultivate rural civilization needs to be further improved,the system of multiple subjects participating in environmental governance has not been formed,and the governance ability to play the core role of Party organizations is not enough.At the same time,the corresponding reasons are: the dilemma of collective action in the face of the new situation,the lack of market-oriented industrial integration services and guidance,the lack of an effective platform to give full play to talent ability,the dislocation between public cultural services and actual needs,the failure to straighten out the relationship between itself and other participants,and the lack of modernization level of governance ability,resulting in the lack of organizational strength of the party organization.Fourth,select three different types of advanced villages and towns in China,analyze their function transformation process respectively,and find the experience that K town can learn from.Fifthly,based on the preliminary analysis and combined with the six functional orientations,the suggestions for functional transformation are as follows:do a good job in the top-level design of Rural Revitalization Strategy,strengthen the cross integrated development of different industries,improve the supporting measures of talent work service,change the mode of government cultural management service,construct a multi-body collaborative participation mechanism,and deepen the deep integration of Party construction and government affairs.
