Nansha District of Guangzhou City is a new area of national functional areas, the superposition of the national level, set free trade, free trade zone, economic and Technological Development Zone, high-tech Industrial Development Zone in one. With the rapid development of Nansha district economy and society and the accelerating of urbanization process, city scale expanding rapidly, the urban population increase rapidly, the mission of the urban management is becoming more and more heavy. Comprehensive law enforcement of urban management is great significance to the development of cities, and at present the traditional urban management comprehensive law enforcement system is not can fully meet the needs of the new situation but also restricts the urban management comprehensive law enforcement level of continuous improvement. Urban management of the new situation requires us to constant innovation and the concept of urban management comprehensive law enforcement mechanism, with new ideas to cope with new problems, build up the public satisfaction model of comprehensive law enforcement of urban management. In many of China’s reform of city management measures, cultivating grassroots law enforcement agencies and promote management center of gravity down become a universal trend. Based on the theory of administrative rule of law, centralization and decentralization theory, legitimacy and rationality, the paper makes an investigation and analysis of the Nansha District Street Town urban management comprehensive law enforcement system. The purpose is to clarify the characteristics, implementation effect and problems, and put forward reasonable suggestions.
