Research On Public Opinion Management Of Urban Management Under The Background Of Comprehensive Law Enforcement System Reform

On October 20,2017,Chengdu formally issued the implementation opinions on deepening the reform of urban law enforcement system and improving urban management.In response to the opinions,on December 5,2017,J county transferred 50 items of administrative punishment power from the Water Bureau,4 items from the Planning Bureau,1 item from the Agriculture and Forestry Bureau,and 1 item from the Public Security Bureau to the Urban Management Bureau(Comprehensive Administrative Law Enforcement Bureau).The above-mentioned power items are officially run by the Urban Management Bureau(Comprehensive Administrative Law Enforcement Bureau),which has started the reform of the J county's comprehensive law enforcement system.Up to now,the comprehensive law enforcement system reform in J county has achieved certain results,but also brought a series of problems.With the transfer of administrative punishment power,the administrative law enforcement power of urban management departments has increased significantly.However,the boundary of duties with other original administrative departments is not clear enough,and the cohesive mechanism is not sound enough.Even to a certain extent,the city management efficiency and standards decline.When some problems concerned by citizens cannot be solved,they often accuse relevant departments of inaction through multiple channels,generating corresponding public opinions.And in this "inaction" charge,the Urban Management Bureau(Comprehensive Administrative Law Enforcement Bureau)of J county is often the focus of criticism.Based on the status quo of the comprehensive law enforcement system reform in J county,this paper analyzes the typical cases of urban management public sentiment,and explores the changing trend of urban management public sentiment management after the reform.Through questionnaire investigation,this paper sums up the problems in the process of public opinion management of urban management at present,analyzes the causes of the problems,and puts forward the solutions to the public opinion management of J county.In light of the actual situation in J county,the author believes that to improve the management of public opinion in J county,at the macro level,it is necessary to continue to promote the reform of the comprehensive law enforcement system,and to establish and improve the organizational structure of public opinion management Mobilize the enthusiasm of relevant personnel,improve the accountability mechanism after the event.At the micro level,the management of public opinion is regarded as a closed system,which is discussed from the concept,technique and method of public opinion management.Through the study of J county town management public opinion management system,establish and perfect the mechanism of J county town management public opinion work,provide reference materials for other areas.
