| The placement of demobilized army officers is not only the solid basis of promoting the construction of military personnel, ensuring the army cadres sustainable and stable, but also shouldering the holy mission of maintaining the national security and unity, social stability and the construction of socialism with Chinese characteristics, and comprehensively deepening reform and opening up.The system of placing the demobilized army officers is an important system of our state, our party and national defense construction. Since the army reform was implemented by our nation in 2015, the perfection of army department,the improvement of its types and the establishment of the five big war zone were gradually achieved. This is the largest army reform since the founding of new China. Xi general secretary formally announced the plan of the disarmament in300000 in the big parade which to commemorate the victory of the war of resistance against Japan on September 3 in 2015. This is a necessary policy measure that to deepen the reform of the national defense military, improve thequality and battle effectiveness of the military and constantly optimize the allocation of resources. And in the face of the plan for cutting 300000 soldiers,the pressure of resettlement of demobilized army will gradually increase. In addition, the complicated and changeable international environment, the perimeter security and the threat of terrorism, these conditions make it particularly important and urgent that to accelerate the modernization of national defense and the army, to deepen reform of the system of placing the demobilized army officers and perfecting its theoretical guidance.The third plenary session of the 18 put forward that to establish a system for the traction professional officers,and gradually form a scientific and standardized system of military cadres system, and improve the supporting policies for the system of veterans resettlement reform. This is the general line of constructing the system of veterans resettlement and it is always running through the work of the resettlement of demobilized army. However, it is a new issue that how to accurately grasp the policy requirements, comply with the reform situation, clear the placement purpose and optimize the placement method in the construction of the system of veterans resettlement with Chinese characteristic.The placement of demobilized army officers is essentially the work which was carried out around the "people". According to people’s ability and conditions, their demand and differences of value pursuit and so on, based on the actual national conditions and development and the coordination of the relationship among the top design, the relocation process and the relocationpersons and mobilization of various positive factors such as society, the system would be gradually established which adapts to social development and people’s happiness. This is the essence and connotation of the "people-oriented" thought, and reflects the "people-oriented" principles and requirements. "People-oriented" is the basic principle and spiritual essence of Marxist philosophy and the core idea of the contemporary Chinese social science development and the governing idea. It is also the basic principle which should be adhere in the perfection of the system of veterans resettlement. Guiding by the "people-oriented" thought has very important theoretical and practical significance to the reformation and perfection of the system of veterans resettlement in our country. After the founding of new China and decades of trial and reform, the placement of demobilized army officers in our country has made significant achievements under the guiding thought of "people-oriented" and formed a set of system of veterans resettlement with Chinese characteristics. But with the longitudinal deepen of our country’s economic and social reform, great changes of the placement of demobilized army officers have taken place no matter from macroscopic development environment and system evolution, or from the microcosmic individual demand. In the face of the new pressure that continue to promote the reform of national defense forces and the new target of the 300000 disarmament plan, the existing system and resettlement mode exposed new contradictions and new problems.Therefore, this article firmly grasps the "people-oriented" principle whichis the basic principle and spiritual essence of Marxist philosophy, and analyze the evolution and development of the system of veterans resettlement in our country in the view of history. Under the guidance of "people-oriented" theory, it is analyzed that the current system of veterans resettlement has some problems of violating the principle of "people-oriented" in macro top-level design, the medium of settlement specific work and the micro placement of persons. These problems seriously restrict the improvement and implement of the system of veterans resettlement in our country and the realization of these officers’ free and comprehensive development. On this basis, this study will use scientific method like literature research, investigation and analysis and comparison to explore the causes of these problems. These causes focus on the macro economic environment change, the incongruous systems and the lack of government responsibility, etc. Based on the useful experience of foreign veterans resettlement and our national conditions, from the aspects of the top design, process, and placing objects and so on, some feasible suggestions and measures were put forward in this paper in order to improve the system of veterans resettlement and enrich the related theory and research. However, due to the fact that the system of veterans resettlement covers a wide range and the resettlement work are complicated, the difficulty of its further reform is large. In addition, because the theoretical level and practical experience of the author is limited and the research on this system is not detailed enough, the analysis of the problems and reasons, countermeasures and suggestions deserves furtherdiscussion and debate. |
