Report to the eighteenth national congress of the Communist Party of China put forward that in order to accelerate social structural reform we should build the following mechanisms and systems: a law-based social management system featuring Party committee leadership, government execution, nongovernmental support and public participation. Trade unions play an important role in the process of social management and construction. Trade unions have the responsibility to safeguard the legitimate rights and interests of employees and participate in social management and construction. Under the new situation of accelerating the realization of the social management system, the advantages and the development direction of the trade union organization should be further studied to achieve the purpose of improving the social management and strengthening the public service.Based on the theory of management science, political science and so on, this paper analyzed the current situation of the educational trade unions in Beijing through searching and synthesizing data, and making descriptive analysis and quantitative analysis. It also proposed further steps to participate in social management and public service future.The main contents of this paper are as follows: the first chapter mainly expounded the background and significance of the study, and summed up the research ideas. Chapter 2briefly introduced related concepts and theoretical basis. Chapter 3 focused on the practice of educational trade unions in social management and public services in Beijing. Chapter 4briefly introduced the practice of the educational trade unions abroad. Chapter 5 put forward some suggestions on trade unions’ participating in social management and public service.
