Research On The Participation Of Trade Union Organizations In Grass-roots Social Governance ——Taking The "Three Federations Of Trade Unions" Project In S City As An Example

Social governance is a major task of social construction,an important part of national governance,and an important cornerstone of national progress in the new era.In recent years,with the transformation of the national economic system,the party and the government have gradually realized that social governance needs the coordinated governance of multiple forces,especially the trade union organizations play an important role in participating in the grass-roots social governance.In 2021,the all China Federation of trade unions issued the guiding opinions of the all China Federation of trade unions on contacting and guiding social organizations to provide professional services for employees on and distributed them to trade unions at all levels.After the issuance of the guiding opinions,the Federation of trade unions of S City understood the spirit of the document and issued the article "building a" three alliance "working mode led by Party construction and helping urban grass-roots social governance",which officially provided policy support for s city’s trade union organizations and social organizations to participate in social grass-roots governance.In May 2021,the Federation of trade unions of s city purchased services from qualified social organizations through public bidding,hoping to work with communities and social organizations to promote the goal of multi-party participation in grass-roots social governance.This paper mainly discusses how the "three couplets" project of the trade union of S City,under the implementation arrangement of the municipal government,interacts with social organizations to participate in social governance,and what impact this action mode has on the implementation process of the Federation of trade unions and social organizations in grass-roots governance.This paper mainly uses three methods: action research method,literature method and interview method to collect relevant research.Taking the trade union "triple alliance" project led by s City Federation of trade unions as the research object,through the way of actual participation in the project,this paper further understands how s city’s trade union organizations participate in social governance,makes an overall analysis of the operation of the project,and combs the current practical dilemma of s city’s trade union organizations participating in grass-roots social governance,Analyze the causes of the problems and put forward appropriate suggestions.The study found that since the s Municipal Federation of trade unions carried out grass-roots work,the triple project,as an important measure of social linkage,has been beneficial and successful in consolidating the joint participation of multiple social governance subjects in social governance.However,due to the lack of experience in the trade union "three couplets" project as a pilot project,the effectiveness of trade union social mobilization is limited,and there are some deficiencies in the trade union’s own linkage and project establishment.In the practice of further promoting trade union organizations in s city to participate in grass-roots social governance together with other governance subjects,it is necessary to plan service objectives,enrich service categories and further improve the ability of trade union organizations to participate in grass-roots social governance,so as to innovate the new model of trade union organizations participating in grass-roots governance.
