Actually, from the view of the historical development of policy-housing finance system, various countries in the world are developing policy-housing finance by legislating, which reflects the importance of policy housing finance legal system to some extent.The housing finance in China started late, the house-funding-dominated policy-housing finance system was gradually established in recent decades all the more so and appearing many problems in the process of economic structure transformation and Development model upgrade currently. To promote the reform of policy-housing financial institutions and to research and build housing-policy financial institutions are put forward on the decision of the third plenary session of the 18 th CPC central committee, 2013; China Development Bank prepared to set up the housing finance ministries and commissions in 2014 is the preliminary attempt to set up the national housing bank system; relevant ministries and commissions put forward the reform of housing accumulation fund system in 2015 and claimed the it is time to set up the national housing bank through the public media. First of all, from the aspects of related system development and the definition, to introduces the housing finance, policy-housing finance and policy-housing finance legal system on the composition, content, nature and other various aspects to lay a detailed and solid theoretical basis for the following discussion. Secondly, to examine and summarize the successful experiences from other countries from the rest of the world of their policy-housing finance systems and related legal systems, which leads to history review and the current situation thinking of the policy-housing finance system and related legal system in China; and to put forward a timely adjustment of policy housing finance tools, establish and develop housing savings system and explore the necessity and feasibility of housing financing benign mode connected with the current housing accumulation fund system reform and the urgency of the housing issues. And then, to carry out legal analysis and exploration on the establishment and development of housing savings system and to improve and develop the legal system of policy housing finance in China through this progress.
