Saudi Arabia(hereinafter referred to as Saudi "Saudi") is an important oil producer in the Middle East as well as the largest oil supplier for the United States. The United States established diplomatic relations with Saudi Arabia during the period of Ibin·Saudi the founding king rules. The bush and Clinton administration rule the united states when 1989-2000.This article mainly research the bush and the Clinton policy toward Saudi.In 1989 the United States made absolute advantage position in the competition between the United States and the Soviet union. Saudi as the United States’ containment to the Soviet union during the cold war in the Middle East to the forefront of infiltration gradually disappear, and its strategic position has fallen. But the bush government has always maintained a strategic cooperative relations with Saudi Arabia friendly because Saudi Arabia is not only rich in oil resources but has an important position in the Middle East.The political and economic pattern in the Middle East has changed a lot after the Gulf War, the bush administration is more aware that Saudi Arabia is the important tool to prevent and curb American regional rival in the Middle East.In the name of protecting regional partners the America stationed a large number of troops in Saudi, the relationship between the two countries has a to further development. Durig the period of Bill Clinton’s first term,the United States needs the cooperation and support in Saudi Arabia whether from the point of energy supply or from the Middle East peace process, that period the United States continue to keep close relationship with Saudi Arabia. In Clinton’s second term, the relations between the two countries on the whole, still friendly, but in fact subtle changes have taken place.The Clinton administration endeavor to realize the diversity of American oil imports. The process of Middle East peace has stalled this time and Saudi Arabia is less important for the U.S. in the realization of the Middle East peace process.All in all, 1989-2000,American policy toward Saudi is not only the continuation of the Saudi policy during the cold war but also after the beginning of next century.The characteristics of united states’ Saudi policy are that it not only service the United States hegemony,but also reflects the contradiction of the Saudi policy as well as weakness. The united policy emphasize too much on the interests of the state in the United States, often using a hegemonic form to obtain Saudi oil and its Saudi policy often contradictory because of the lack of inner unity, with obvious double standards.
