Research On Performance Evaluation Index System Of Public Projects Based On The Public Value Scorecard

Public projects are an important part of a country`s economic system and social system, which can directly or indirectly produce public goods and public services for the public, satisfy the people’s increasing material and cultural needs, have a positive effect on improving people’s living quality、promoting the integration of urban and rural areas and building a harmonious society, and provide basic conditions for the operation of the whole society. In recent years, the government expands continuously the scale of investment and construction of public projects, but the problems such as corruption and “vanity projects” appear, which lead to low quality and bad image.There are many reasons that cause these problems, and the imperfect performance evaluation system maybe an important reason. The performance evaluation system was just for evaluation and completing a task, that hadn’t fully consider of the public value of public projects, which ultimately led performance evaluation to become a mere formality.In this article, the author firstly analyzed the connotation of the public value scorecard, and comprehended the detailed meaning of the value circle、the operational circle and the legitimacy and support. Then the author analyzed the public value strategy and captured the important activities for public projects’ performance. After that, based on the previous researches, the author built the performance evaluation index system of public projects based on the public value scorecard. The public value went through the whole process of the performance evaluation, which ensured the outcomes that could meet the public value. At the end of the article, the author applied this evaluation system to a case that was about World Bank loaning to the towns’ construction of Gansu, in order to verify the feasibility, and put forward corresponding countermeasures and suggestions based on the evaluation results.The performance evaluation index system of public projects based on public value scorecard absorbed the essence of the balanced scorecard, which not only reflected the commonality, but also gave full consideration to the public projects. Thesystem will contribute to achieving the public value and greatly improve the scientific nature of performance evaluation of public projects in China.
