The Study On Arctic Development And Cooperation Between China And Russia Under The Perspective Of National Interest

National interest is not only the basis of a country’s foreign policy and behavior,but also its final destination. And common interest is the link and basis between different countries’ relationship and cooperation. The latter can learn from each other and exert maximum strength to realize national interest with it. With the effects of global warming and Arctic ice cap melting brought, more and more interest staggered show in the Arctic region and Arctic affairs between China and Russia. Arctic region exists different kinds of tangible and intangible resources, which formed the basis of international interest with the country’s development strategy and cognitive ability.Specifically, both sides exist various kinds of resources respecting system,organization, concept, scientific research, climate governance, space environment,economic development, channel operation and military security, which constitute the conditions of determining their Arctic interest combined with each other’s complementary concept based of the development strategy, economic structure,market, technology and capital. China and Russia share common interests in the Arctic which embodied in scientific research, environment, climate, natural resources,waterways and geopolitical security. Currently, both sides launch a series of cooperation in related fields, which exist three features: the first one is that the basis is not solid in spite of that it is broad; the second one is that the cooperation itself affected largely from bilateral relations and international environment; The third one is that cooperation area is not deep enough although it is broad. Throughout the current cooperation and future environment changes, Arctic cooperation between the two countries exists great potential. In the solid foundation of scientific research,climate and economic cooperation, such cooperation will be further developing into the channel and military security. In other words, according to one direction from“Low political” to “High political”, the cooperation will specifically develop along the path of “scientific research—climate environment—nature resources—channel—military security”.
