As the global warming and the melting of the Arctic ice sheet become the consensus of the international community,and with the abundant strategic energy reserves of the Arctic region announced by the American Energy Information Association in the early 20 th century,the Arctic region has already became a hot “hot land” from the “ice zone”.On August 2,2007,a member of the Russian expedition team inserted a Russian flag of titanium alloy on the ocean floor during the inspection of the Arctic Ocean.As a result,the Arctic issue was escalated into a strategic issue,and some countries began to transform their traditional Arctic,and adjust the strategic positioning of the Arctic region.All the action has once again made the Arctic issue became a hot spot which concerned by the international community.China's Arctic research started late and belongs to the last country in East Asia who has their own official policy.Faced with the rapid changes and intricate development trends in the Arctic region,it is imperative to actively participate in Arctic affairs and increase the research on Arctic-related issues.As an emerging power that is growing,China has already rose to the forefront of the world in terms of its economic strength.However,it is only an extraterrestrial country near the Arctic.Due to the strong exclusive sense of the Arctic Council's relevant policies in the Arctic,China who wants to shape its voice in the construction of the order in the Arctic region will undoubtedly need to be achieved through the cooperation with countries in this region.Based on the interpretation of the rules of international relations by the realist school,the relationship between the states is based on the national strength and guided by the national interests.How to choose partners and choose who is undoubtedly a problem that makes the academic circles felt puzzled.Fortunately,thanks to the cultural wisdom accumulated by the Chinese nation for thousands of years,President Xi first proposed the “Belt and Road” strategy in 2013,and later proposed the concept of “Polar Silk Road” in 2017 which aims to realize the leap-forward innovation of the exploitation of the Arctic Channel and the “Belt and Road” strategy.At the same time,this plan quickly gained the unanimous approval of Russian President Vladimir Putin and his Prime Minister Medvedev.In the end,China and Russia formallyreached a strategic consensus on cooperation in the development of the Arctic.The current academic research on the Arctic and the study of “The Belt and Road” initiative have initially formed a scale and presented some research results.According to some relevant but incomplete statistical data analysis,the research perspective of the current Arctic issues in China is mainly inclined to the development and application of the Arctic channel and the national laws involved in the dispute,such as: sovereign ownership disputes,distribution of the interests,etc.;other related research angle is also limited to the Arctic governance mechanism,the security of the Arctic ecological climate.Whether it is the study of the direction of international law or the existing achievements of the direction of international relations,it is inevitable to show the positive optimism attitude of Chinese scholars on actively participating in the affairs of the Arctic Ocean region,and the key point is to analyze the huge benefits brought by the participation in Arctic development.The author's topic is based on the research of the “Belt and Road” strategy and the Arctic strategic policy.With the analysis of China-Russian cooperation,the existing and potential risks and coping strategies are the ultimate goal.Focusing on the path of bilateral cooperation,risk research makes the topic of this paper different from the current universal research scope,and the research content is more rational and comprehensive.At the same time,in this paper,the author will provide some insights on the risks and related solutions to the China-Russian Arctic cooperation,through the analysis of the “Belt and Road” strategy and the analysis of the Arctic policies of countries in the Arctic and individual extraterritorial countries.And put forward some suggestions for a more in-depth study of Arctic-related research in the future,and give some references to cope the new competition for marine control rights.In the end,the author hope to get some advice.
