The Study On Midday Pupil-care Safety Problems Of Government Management Under The Concerned Of Cooperation

With the continuous improvement of the living standard and the vigorous development of education, the security problem of pupils’ noon-childcare has become public issues. At present, the government has not issued relevant laws, regulations and policies, and the rights and responsibilities of relevant government departments are unclear. Due to the absence of government in governance, the problem becomes more significant. Therefore, just depending on government management can’t solve the issue. It must be through the cooperative management: leaded by government to issue relevant regulations and policies and enhance supervision, and invite the participation and cooperation of schools, parents and off-campus childcare organization, which is the method of public issues solving.This paper is from the perspective of cooperative management, through empirical research method, from the two dimensions of school and parents, to carry out survey in the security problem of pupils’ noon-childcare of Li wan District of Guangzhou City, combining the interviews of government departments, teachers, parents and childcare organization staff, to find out and analyze the existing problem. And put forward the following countermeasures to solve the problem :the government improve noon-childcare safety laws and regulations, straighten out the noon-childcare security governance department responsibility, guide off-campus childcare organization consciously comply with industry standards, improve the communication channel of noon-childcare safety management, strengthen the popularity of noon-childcare safety education propaganda and encourage parents to actively participate in the noon-childcare safety management and supervision.
