The Research Of Governmental Effectiveness On Reducing Telecom Network Fraud

With the development and progress of technology, human communication and information transmission is more convenient, but also brought a series of social management challenges. In recent years, the new type of network telecom fraud crime is rampant. Because of it’s regional joint crime, crime professionalization, the trend of the industrialization,it Lead to serious consequences to the masses of public, especially to vulnerable groups such as the elderly, lower-educated people. Some of them could even commit suicide for their great loss. Grim situation of the spread of telecom fraud crime requires urgent governance. But present governance is still fragment, with governmental segmentation and lack of social responsibility in market management, leads to attention to legal sanction and ignorance of precaution. This article analyzes the present situation of governmental cross-agency collaboration, base on on the instance of fraud crime governance. Telecom network fraud management involves a series of process management, from cracking down on crime to widespread fraud preventing knowledge, from banking management to real-name registration in telecom industry.For solving fragmentation, this paper theoretically based on Perri’s theory of holistic government, analyzes cooperation among government sectors, enterprises and public, by modeling entire process of telecom network fraud governance. It is aiming at working out countermeasures to face the changing situation to reduce crimes. Management of telecom fraud crime, as a special social affairs management, involving not only public security management and the government internal cooperation, but also involves the market management and the cooperation between government and enterprises. Especially in today’s society rapid development in science and technology, telecom fraud crime has gradually to fraud in the forms of virtual network, which means that the government’s governance will expand to the whole communication network industry, involving vary department of individual. My article is of great significance for government even without a further research.
