Cross-agency collaboration among administrative agencies is of great value for improving administrative efficiency,saving administrative resources,and providing the public with seamless public services.This paper selects the application of social security card as a typical example to carry out research on the inter-departmental cooperation of administrative agencies in order to achieve the research results of seeing micro-awareness.Social security cards as a medium for citizens to enjoy official services,if they truly achieve the goal of “ one card,multiple uses,and national common use ”,they must rely on inter-departmental and cross-regional cooperation among administrative agencies.However,there are still many problems in the coordination and cooperation among the social security card applications behind the social security card application.For example,it is difficult to integrate multiple hairpins,application in some areas,and difficult to clarify the relationship between the social security card management department and the application department.The direct cause of these difficulties is the social security card management system itself is not perfect,the social security card management department statutory authority is not clarified,and the supporting legal system is not perfect.With statutory authority as the precondition for the executive authority to exercise power,the relationship between the authorities and the authorities should be streamlined,and the relevant legal systems should be perfected so as to promote division of labor among government departments,improve the level of administration according to law,and provide the quality of public services according to law.
