The Application And Improvement Countermeasures Of E-government In Guangzhou Government Internal Management

Guangzhou is the forefront of the country’s reform and opening up. With the development of social economy, people’s rights consciousness is more and more strong, are increasingly high requirements to the government management and service ability. E-government is one of the effective ways to solve these problems. E-government is the restriction of using modern information technology such as computer, network and communication, to realize the reorganization and optimization of government structure and operation process, beyond time and space and the separation of departments, to build a streamlined, efficient, honest, fair government operation mode, to provide high-quality, standardized, transparent, in line with international standards of management and services to a full range to the community. Development of E-government in Guangzhou in the national leader in the ranks, but due to the supporting system is not perfect, the lack of unified planning and standards, lack of efficient data sharing platform and mechanism and practical factors that restrict the development of E-government in Guangzhou. Guangzhou is facing "information isolated island" and "fragmentation" problem.It is urgent to study the breakthrough.This paper used the literature method, collected the related literature research and analysis of e-government, and sorted out the theory and data, researched of the development present situation of Guangzhou e-government and the reasons. Designed a questionnaire, collected by people of e-government knowledge, satisfaction, opinions and recommendations, combined with the experience of the author in the work and life about e-government scenes of the use case, further analyzed of the achievements and shortcomings of the e-government development in Guangzhou. This paper used theory of public management and information resource management, introduced "cloud computing", "big data" and other emerging information technology, fused "standardization" management philosophy, studied the application and improvement countermeasures of Guangzhou e-government in government internal management from a new perspective.
