A Study On Regulation Of Administrative Laws On Taxi-Hailing Apps

The popular taxi-hailing app in recent years have changed the traditional way taking a taxi quietly. Its novelty, creativity, efficiency and convenience not only make the public life convenient. It also enjoys a boom itself. However, every coin has two sides. While the taxi-hailing app brings us a lot convenience in our life, it also arises some controversial issues, which worry the public. For example, taxi drivers may take use of the app’s functions to charge more from the passengers, or to refuse to take passengers at the excuse of having been hailed. There are even some cases that taxi drivers and passengers fail to keep an’appointment’. Thus, some areas at home have strongly controlled, even halted taxi-hailing app, which make its development in a dilemma. But, it must go through various obstacles before the new things have been accepted by the public. There is no doubt that the new things will collide with the extrinsic social ideology. So, there must be a run-in period before the new things are accepted by the public. We should form correct and positive attitudes towards the taxi-hailing app. Its innovational form and development should be encouraged, thus promoting the progress of science and technology and the development of society. The controversial issues should be dealt with and improved by positive measures. In its immature stage, the government should drive the market and guarantee its health development under the protection of laws and regulations.This paper studies the regulation of administrative laws on taxi-hailing app, analyzes the current situation of the app’s production, development, and regulation of administration and the exiting problems profoundly, and disserts the regulation of administrative laws from the legal aspect of basic principles of administrative laws, the administrative monopoly and administrative licensing. This paper also provides some feasible legal countermeasures to clarify the scope of governmental regulation, the principles of obeying administrative laws, the regulation of administrative licensing, and to complete the pricing and managing system. In the end, it is strongly hoped that this paper will make a contribution to the health development of taxi-hailing app, the reasonable supervision of administrations, and the construction of traffic regulation.
