The rumors which are rampant and hazardous emerge new features in the new media Internet. It seems easy for rumors to connect with vital problems like all kinds of disasters, emergency, public events, etc, bringing the unexpected and even irredeemable consequences to individuals, enterprises, governments and society, which makes Internet rumors and governance become a new and important issue. Recently, our country struck illegal crime on Internet rumors, and some rumor-mongers like Qin Huohuo(net name), Li er chai si(net name) were executed together and sentenced to three years in prison by the court because of the crime of creating disturbances and illegal business operation, which caused wide public concerns. Therefore, judicial governance on Internet rumors is in urgent need.As the final section to govern Internet rumors, judicature plays an irreplaceable part in protecting the civil rights and safeguarding social order. However, judicial governance on Internet rumors got trapped in difficulty, which restricted good governance on Internet rumors. Therefore, the text began with the concept of Internet rumors, features, and harmfulness, presented other patterns of governance on Internet rumors, analyzed the current situation of judicial governance on Internet rumors and legal difficulties, and then had a theoretical analysis on difficulties of judicial governance via the external environment and internal governance itself. Based on research on the above reason, the text put forwards the guiding principle of judicial governance to improve, concrete measure, and social conditions of judicial governance to support. The text tries to analyze difficulties of judicial governance on Internet rumors from the perspective of jurisprudence, and is expected to get the way to solve problems.
