Research On The Governance System Of Internet Rumors Under The Guidance Of Political Trust Cultivation

In view of the disordered spread of Internet rumors and the multidimensional loss of political trust,as well as the deconstruction effect of Internet media on political trust,this paper explores the construction of the governance system of Internet rumors with the goal of political trust cultivation,in order to promote the simultaneous and parallel development of Internet rumors governance and political trust cultivation.This paper takes governance and good governance,political trust,communication effect,media bias as theoretical tools,uses questionnaire survey and questionnaire experiment,content analysis and case analysis,literature research,in-depth interview and other research methods to conduct empirical research on 2272 college students,327 typical Internet rumors,WVS and CGSS open data,and related subjects of Internet rumors,to explore the interaction between political trust and Internet rumors,the spreading characteristics of Internet rumors,the important representation of Chinese political trust,the operation of Internet management departments and other practical issues.On this basis,the “four elements,four dimensions and three mechanisms” Internet rumor governance system under the guidance of political trust cultivation is constructed through the normative analysis of Internet rumor governance concept,governance subject,governance tool and governance mechanism.A questionnaire survey of 2272 college students in 9 colleges and universities in Henan Province shows that the overall level of political trust of college students is higher,the level of male political trust is higher than that of female,the level of government officials being trusted is far lower than other elements of the political system,and the level of political trust is positively related to academic qualifications;the Internet rumors of college students are connected Contact is relatively common,the core channel is the mobile Internet,the high-frequency Internet media is social media and self-Media,and there is a wide gap in information type preference between men and women;the interaction between Internet rumors and political trust is significant,Internet rumors pull down the level of political trust,and political trust improves the governance effect of Internet rumors;under the current mechanism,the governance effect of Internet rumors is limited,and improper governance mode will also produce adverse effects.A quantitative analysis of 327 Internet rumors in recent years in terms of the fields involved,information forms,information nature,communication psychology,generation methods,media,communication characteristics,communication "value",and the relationship with political trust,and interprets five typical Internet rumors as individual cases,concludes that “the negative nature of Internet rumors is outstanding” “Internet rumor has a high degree of connection with political trust” “Internet rumor has a strong communication power” “the Internet rumors originate from the interest demand and emotion catharsis under the structural pressure” and other conclusions.The Governance Philosophy includes three aspects: governance objectives,basic approaches and environmental optimization.Based on the paradox of political trust and the limitation of individual cognition,“good governance on the Internet” is not the “complete elimination” of Internet rumors,nor the “free dissemination” of all kinds of information,but the benign interaction between “slight rumors on the Internet” and “effective political trust”.Governance should take both instrumental rationality and value rationality into account.It should not only highlight science and efficiency through technological and market paths,but also respect the principles of rule of law,democratic consciousness and public order and good customs,and safeguard justice and goodness.The governance of Internet rumors can improve the rationality of Internet communication through active communication,so as to optimize the communication environment in cyberspace.The governing subjects of Internet rumors include government agencies,news media,Internet platforms and node users.The government is the first responsible person,and the main purpose is to deepen mutual trust between officials and people;the news media is the guide of public opinion,and the main purpose is to enhance mutual trust;the Internet platform is a professional goalkeeper,and the main purpose is to promote business mutual trust;the node users include all aspects of Internet rumors dissemination,and the main purpose is to cultivate communication rationality and enhance interpersonal mutual trust.Internet rumor governance tools include government tools,media tools,platform tools and node tools.Government tools correspond to the effectiveness of public power,the essence of which lies in the allocation of public resources;media tools correspond to the effectiveness of information dissemination;the purpose is to purify the public opinion environment;the platform tool is the key to the effectiveness of corporate responsibility;the key lies in the practice of professionalism;the effectiveness of node tools is public.Awareness,the fundamental is to enhance user awareness.The governance mechanism of Internet rumors includes self-discipline mechanism,heteronomy mechanism and mutual-discipline mechanism.The three mechanisms work together to form a commonlaw mechanism.The “four elements,four dimensions and three mechanisms” governance system is based on the leadership of Party committees,guided by democracy and the rule of law,aimed at good Internet governance,and guided by political trust.“Four elements” refers to the four basic subjects of Internet rumor governance: government,media,Platform and Node;“Four dimensions” refers to four basic means of Internet rumor governance: regulation,propaganda,intelligent control and self-consciousness;“Three mechanisms” refers to Heteronomy,Self-discipline and Mutual Restraint.Its operation path includes top-level design and grass-roots exploration,as well as joint efforts and overall cooperation of all parties.
