As a social work of "helping people help themselves" as the core of the professional plays an essential role in the disaster areas. The elderly are a special group, they will decline physical action becomes increasingly slow, weak emergency shelter, once a crisis occurs, it is difficult to escape in order to protect their own safety. Therefore, to enhance the ability of the elderly emergency evacuation become necessary, in addition to government advocacy, fire and other security sector advocacy,social workers need more help.This paper focuses on the elderly to enhance the ability of emergency shelters. After a preliminary investigation to understand and fully grasp the different health emergency shelter capacity of community residents, the ability to find emergency shelter elderly weakest grasp fewer emergency shelters knowledge. In this paper, group dynamics theory,social learning theory as the basis, the social work in community social work methods and group work methods combined accordance with the first universal lift, the first to understand the practice of ideas, designed four community social work and 1(total 6) of the group work in the activities gradually increase the ability of the elderly emergency shelters.Through social work activities carried out before and after the assessment and summary, we affirmed the role of community social work and group work in the elderly in emergency refuge capacity building played. Group activities are targeted, high efficiency,high participation crew, etc., to enhance the ability to carry out emergency shelters by group activities, trying to help older people insight into their own living environment,enhance the sense of crisis, emergency shelters grasp knowledge, to enhance the emergency itself evacuation capability, while helping the elderly in the community to expand the social support network to the future development of social work in the disaster and to provide some recommendations.
