Research On The Management Of Emergency Shelters In N City From The Perspective Of Emergency Management

Due to the high concentration of population and wealth in cities,as well as the impact of urban characteristics,the losses caused by some disasters are increasing.Not only from the perspective of human development,but also from the perspective of economic and social development,it is vital to improve the city’s disaster resilience and reduce the human and material losses caused by disasters.Emergency shelters are the infrastructure of a city,which can effectively help the city in its disaster prevention and mitigation work,and play an irreplaceable role in the city’s comprehensive disaster prevention system.Many developed countries attach great importance to the construction of emergency shelters and have done a lot of work,such as the United States,Japan,etc.,which have proved their importance in ensuring urban safety and their outstanding results in urban disaster prevention and mitigation.On the basis of relevant domestic and foreign literature research,the concepts of emergency management,emergency management system,refuge,and emergency shelter are defined,and the applicability of social risk theory and emergency management theory in the research of emergency shelter are sorted out.Using questionnaire surveys and structured interviews and other empirical research methods,the current management status of emergency shelters in N City is analyzed from the dimensions of plan construction,system construction,mechanism construction,legal system construction,basic status,rescue status,coordination status,and security status.The study found that the current N city emergency shelter plan is not built enough,the management system is not smooth,the basic condition is backward,and the safeguard measures are inadequate,and further problems such as lack of ideological awareness,ambiguity in top-level design,unreasonable planning,and lack of social support.In-depth analysis of the reasons is carried out from different angles.Finally,on the basis of drawing on relevant foreign excellent experience,countermeasures and suggestions are put forward from improving emergency awareness,strengthening top-level design,rational planning and layout,and improving social security measures,with a view to unifying planning and construction standards,improving distribution balance and scientificity,and perfecting Emergency plans and improvement of management level can provide decision-making support for local governments at all levels in N city and even the whole country when formulating policies,so as to improve the management level of emergency shelters in the city.There are 6 pictures,11 tables and 71 references in this thesis.
