Red-light running is considered to be the direct cause of side collision accident at the signalized intersection, these incidents often lead to serious consequences, resulting in a huge loss of life and property. Various traffic control and management measures have been proposed to curb the behavior of red-light running, however, this phenomenon is still very prominent, despite repeated prohibitions. Current national and local regulations and enforcement of red-light running violations are unitary, thus fail to curb the behavior of Red-light running and deter members of society.Therefore, the adoption of the incremental tiered penalty mechanism, with the increase in the number of a driver’s red-light running, the driver steps into a higher tier and the penalty amount progressively increases, thereby inhibiting the tendency of drivers red-light running, realization of traffic penalty goal-- " Efficiency First and Consideration to Fairness".The characteristic data of the red-light running driver is collected through questionnaires, and the influencing factors of red-light running are qualitative analysised from the individual and other factors base on the data, factor analysis method and regression fitting method are used to build the red-light running drivers’ penalty elasticity model. Data of red-light running vehicles and penalties collecting from the public securtity traffic police detachment are fitted to cumulative frequency distribution curve and probability density curve of the number of red-light running.From the summary and the analysis of domestic and foreign traffic punishment measures, the effectiveness of avoiding the red-light running violations through raising the punishment standard and the investigate probability is explored in-depth, thus the necessity of adopting the incremental tiered penalty mechanism the is proved. On the basis of this, the hypotheses and preconditions、developing principle and processing program are determined, and the basic framework of the punishment mechanism is set up. The model of red-light running drivers’ respond to the incremental tiered penalty mechanism is built up using the economic theory.The optimization model of the tier number is built using the rank sum ratio method. The optimization model of the red-light running number of each tier is built through minimizing the dissatisfaction of the red-light running drivers by objective. And aiming at minimizing the number of red-light running by all drivers’ in the study area after implementing the incremental tiered penalty mechanism, the optimization model of penalty amount of each tier is built.Taking the designing of the incremental tiered penalty mechanism of Harbin City as an example, the parameters of the optimization model for the incremental tiered penalty are calibrated. The incremental tiered penalty mechanism of Harbin City is made, and the expected effect of the mechanism is evaluated.
