The Optimization Research Of The Model Of Running Villages By Economic Talents At Governing Perspective

At present,the state is continuously and in-depthly promoting the modernization of the governance system and governance capacity.In 2018,the Central Leading Group for Rural Work Office proposed the 20-word policy of “ The Rural Revitalization Strategy ”,which included the requirements of effective governance.The optimization of the rural governance model can better improve the governance behavior of the grassroots government in rural areas,and playing an important role in solving the problems of agriculture,rural areas and farmers,and resolveing conflicts between urban and rural areas,which is an important link in the process of building new rural areas and national governance system and the modernization of governance capacity.In recent years,Shandan County of Zhangye City,Gansu Province has adhered to the strategy of running villages by economic talents,and it has opened up new roads and injected new impetus for the rural governance,and achieved a series of results,but there are still many problems and drawbacks in this process.Summarizing the village's governance experience,rethinking the problems in its governance and using scientific theories to find the most optimal path for this governance model,which means theoretical and practical to the realization of the sustainable development of rural governance.From the perspective of governance theory,this paper takes the author's former working place,Wudun Village,Zhangye City,Gansu Province as the research object,using document analysis,case study,questionnaire and live interviews methods to research the rural economic model of running villages by economic talents.Firstly,the thesis mainly sorts out the research that are mainly about the economic talents govern villages at home and abroad,then explains the core conceptsof rural governance,economic talents and running villages by economic talents,and expounds and analysis the theory of public governance and social action.Then taking Wudun Village of Zhangye City as an example,the thesis expounds the background and present situation of the model of running villages by economic talents.After affirming the effectiveness of this model,it is found that this kind of model exist problems as follows:the comprehensive quality and theoretical level of economically capable village cadre are still lacking,there are contradictions between the personal affairs of the economically capable village cadre and the village affairs,the mode of running villages by economic talents affecting the development of the reserve forces,the villagers' participation in village affairs is not high,the development of village affairs is relatively unbalanced,the power of economic leaders is lacking and the operation of economic talent's power lack of supervision and restriction.The reasons for the above problems are as follows:the roles of various governance bodies are uneven,governance content tends to be simplified,governance means lack of flexibility.Finally,the author proposes an optimized path for the model of running villages by economic talents by using the theory of public governance and social action.It is suggested to realize the coordination and interaction among multiple governance bodies,realize the comprehensive management of village affairs,promote the diversification of governance modes and construction of new socialist countryside.Hope it would be benificial and useful for the development and promotion of the mode of running villages by economic talents.
