At present, the reform of the government system of our country is in the type from the mobilization of the government to respond to the government, the process of the development of local government social management way also experienced by control type to service and consultation in the historical evolvement of the transition. Traditional government personnel administration with thing for the center of pressure regulation pattern has been difficult to adapt to respond to the needs of the government building, under the new situation faced by the grassroots administrative staff work ideas, work mode and work intensity on a new challenge to change the basic personnel administrative mode put forward objective requirement.
