Since the advent of Shared bicycles,it has shown a "gusher" growth trend.It meets the demand of urban residents for short distance travel,has the advantages of relieving the pressure of urban roads,and its negative externalities are also highlighted.The negative externality of bike-sharing is not only a test of the quality of social citizens,but also a test of the government's regulatory capacity.With the development of Shared bicycle industry till 2019,the market competition mode of Shared bicycle industry will develop from the initial stage when bicycle enterprises seize market share by over-launching bicycles to the more mature stage when they compete with each other for the products and services they provide and the operating capacity of bicycle enterprises.By analyzing the essential attribute of Shared bicycle,this paper concludes that Shared bicycle belongs to quasi-public goods,and analyzes the cause of negative externality of Shared bicycle from the perspective of game.This paper analyzes the necessity of government as the subject of regulation of Shared bicycles and the role of government as the supervisor in the process of regulation.Since the second half of 2017,many cities in China have issued the "ban on investment orders",which are regulatory measures for incremental control of Shared bikes and regulating stock.However,in most cities,the effect of regulation is very little.By sorting out the policy documents issued by local governments to regulate bike-sharing,it is found that the regulatory policies issued by local governments are fragmented.Through a comparative analysis of multiple cases,this paper selects Beijing,Chengdu and Shanghai,three cities that have achieved remarkable results in the regulation of Shared bicycles,as frontier cases,and makes a comparative analysis of the common experience that frontier cases have achieved good results in the regulation of Shared bicycles.Based on the holistic governance theory and the experience of frontier cases,the holistic governance model of Shared bicycle is constructed for the fragmentation of existing policies.In addition,based on the development status of the Shared bicycle industry in 2018,an enterprise-led PPP regulation approach is introduced to clarify the development of the Shared bicycle industry with enterprisesleading,the government coordinating and diversified subjects regulating.
