Research On The Mode Of Interdependent Cooperation Between Local Government And Market In The New Development Stage Of China

Whether in theory or in practice,China has always regarded economy as an important and independent field of state governance,and regards economic development as the inherent responsibility of the government.After the reform and opening-up,the central government has formulated an overall strategy centering on economic construction and has done the right incentive through a series of power allocation,institutional arrangements and goal governance,what mobilizing the enthusiasm of local governments to develop the economy.From the perspective of development stage,we find that the development goals,conditions and modes at different stages of development influence and restrict the behavior choice of local governments.After entering the new stage of development,local governments have adjusted their interaction model with the market in order to pursue the goal of high-quality economic growth in their jurisdictions.Existing interactive theory of "two-way embedding" between local government and market can not explain the functional transformation and behavioral adjustment of local government required by the new stage of development.In the stage of high-quality development,the relationship between local government and market has gradually evolved into "interdependence".The "interdependence" relationship between local government and market refers to the fact that local government and market entities jointly become the main actors that determine the development of local economy.Local governments build local development consensus with the market of their jurisdictions to meet their needs,exchange expectations and benefit from each other.In response to the high-quality development goals under the new economic normal,Nanjing has adopted a holistic jurisdictional strategy with the construction of innovative cities.By supplying functional industrial policies,inclusive institutional arrangements and inclusive development opportunities to the market of the jurisdiction,enhancing the stickiness of local factors and optimizing the business environment,Nanjing Municipal Government and various actors in the market of the jurisdiction have established a consensus of local economic development based on innovation-driven.Nanjing's case practice provides us with a new sample of positive interaction between local government and market.In the new stage of development,the interdependent cooperation between local government and market requires that,on the one hand,local government enhance government capacity-building and move towards a service-oriented local government function model,On the other hand,local governments and markets should build consensus in line with the laws of economic development and local development initiative,and promote the evolution of interdependent cooperation mode from power-dependent to consensus-dependent.Under the premise of further transforming government functions,rationalizing the relationship between the government and the market,and improving the rule of law and market system environment,the formation of a benign interaction model between local government and the market will be realized.
