The Autonomy Development Of Public Welfare Organization And It’s Cooperation Relationship With The Government

Public welfare organization has developed rapidly in recent, play an important role in social development, but also exposed some problems. Due to the register threshold is too high, and some public welfare organization choose autonomy development, led embedded to the social system and difficult to gain legal status;Some public welfare organizations included in the system framework, or developed by the government from top to bottom, in funds, personnel dispatched,project implementation to cling to the government departments, to become subservient to the government department, not as effective participation in social management. This article through to participation observation in Harbin Lions,meanwhile interviewed some members in the organization and relevant government members, analyze the cooperation model between Harbin Lions and government based on resource dependence.Public welfare organization should look for a road that development within the framework of the government, maintaining autonomy but doesn’t depend on the government. Harbin Lions have their own way of organization structure form, in terms of project confirmation,they chosed found and research by their own, not follow the arrangement of the government; Fund-raising absolute independence;Formed the independent member recruitment metho; Don’t copy in the personnel management, guarantee the autonomy development. This study from two perspective of government and public welfare organizations, first analyzed the dependence of public welfare organizations from government departments, and it how to make use of the government authority for the project to carry out the opening; Secondly analyzes the resources using from public welfare organization to government, public welfare organizations can provide multi-dimensional social management, reduce the pressure of the government, help to enhance the public trust for the government.This study is devoted to clear development path choice of the public welfare organization, analysis the development model of Harbin lions and it’s model to get along with the governmentl, for public welfare organizations how to balance the independent and dependent, how to choose the development path to bring some enlightenment, also be able to promote government departments to take the appropriate way to strengthen the management of public welfare organization, for the partnership between the government and the public welfare organization forward has reference value.
