Research On The Role Of Government In The Development Of Independent Colleges

The independent college is a new mode for higher education.It can expand high-quality educational resources,meet the needs of the masses of people's education and attract social forces.It has been playing a positive role in innovation education system and has become an important part of China's higher education.Independent colleges in China are becoming more and more important in higher education.But the main running parties of most independent colleges are indistinct.And the property right is unclear.These colleges can't be set independently in accordance with the “26 orders” which issued by the Ministry of Education.Therefore,the research on government how to play a better role in helping the independent colleges to transform and how to promote the healthy and orderly development of the independent college has both theoretical significance and practical significance.It can not only enrich and deepen the study of higher education,provide theoretical support for the reform and development of the independent colleges in China.But also be a better guide for the practice of independent colleges.The research strategy of this paper consists of three steps.Step one: do a research on the roles of the government in the development of independent colleges.Step two: analyze its shortcomings.Step three: make some suitable suggestions.Firstly,this paper combs and analyzes the process,characteristics and significance of the development of independent colleges.Secondly,it takes the independent college of N University as an example to analyze the roles of the government in the management of independent colleges from the perspective of public management theory.The analysis bases on the foundation,the history and the current development of this independent college.The government has promoted the establishment of independent colleges actively,provides land,gives financial and policy support.It also supervises the order of running independent colleges and plays a positive role in the transformation of independent colleges.However,there are some deviations in the government's understanding of the mode of independent colleges.There are still some shortcomings in the process of the government's administration.Thirdly,this paper analyses the reasons of its inadequate role from the aspects of policies and regulations,supervision,and financial support.Finally,it puts forward the countermeasures to strengthen the role of government.The government should improve laws and policies,strengthen supervision and provide more financial support in order to make the independent colleges develop more healthily and continuously.
