As the reform of economic system, the non-public sector of the economy in our country has been developing more and more rapidly. The development of the non-public sector of the economy exerts an influence on the changes of our country’s economy and society, leads to the adjustment of economic structure and increasing the differentiation of social stratum. As response to the very changes, the communist party of China sets up the party’s organization in the non-public enterprises. After years of exploration, the ratios of organize coverage and work coverage of the non-public enterprise party construction have increased significantly. And the Non-public enterprise party construction has been playing a more and more important role in promoting economic and social development. Although the non-public enterprise party construction has made many achievements, there are still lots of problems to conquer. Compared with the achievements of organize coverage and work coverage, the non-public enterprise party construction faces the low level of scientific and the low level of system identity. In order to promote the Non-public enterprise party construction, we should put the emphasis on solving these problems mentioned above. This paper will try to introduce the concept of "institutionalization" in the field of political science to the discussion of the non-public enterprise party construction. Firstly we will take the the perspective of "institutionalization" as a theoretical tool to study the non-public enterprise party construction. Then we will take Quanzhou as a case study to testify the conclusion. After that, we will try to put forward the guidelines and path selections to strengthen the construction of the institutionalization of the non-public enterprises party construction.
