Prison is an important tool to achieve political domination of the ruling class, also an important part of the state apparatus. Prison provides its public service by cultivating qualified citizens back to the society. The main subject of rehabilitating prisoners is the principal part of the implementation of rehabilitative systems, and also the most direct factor affecting its ability to achieve public service. With China’s social environment has undergone profound changes, the diversification of main subject has become increasingly evident. In order to better realize the value of public service and to meet the reconstruction needs of prison inmates, the study of this kind of diversification is of great benefit.Diversification of inmates transformation development helps to improve the level of our inmates transformation. This article first in maslow’s hierarchy of needs, the polycentric governance theory and the theory of public goods supply theory, under the guidance of "subject- function" for thinking dimension, this paper expounds the current inmates transformation and plural functions; Secondly, based on the combination of theory and practice, to our country, the formation of the diversification of prison inmates transformation, development, current situation, deficiency and the reasons to comb; Third, this paper introduces American private prisons, and Hong Kong "halfway house" and so on outside the prison inmates diversification of reform experience and draw the corresponding revelation. At the end of the paper in straightening out inmates related main body and its function after the reform, and is clearly prison reform the dominant plural main body, to put forward to further play to prison the essence of the transformation function and reconstruction of other main body participation, play to their respective functions of the diversified development trend.
