Party media as the mouthpiece of the party, in the party and the country’s construction and development plays a pivotal role, thus gained the detached position and a strong voice. However, into the new era, the communication technology change completely subvert the previous one yuan spread pattern, the audience’s information is also changed to accept the way. The discourse power of the party media has been diluted, the influence is also weakening. All of these have a great impact on the development of the party media. Changes in the way of technological change and the change of the audience are always the external conditions. Old discourse system is the basic reason for the party media to face the decline of the new media. Only by constructing a discourse system which conforms to the requirements of the times to in the multi value of the cultural background and the complex of media ecology enable Party media innovation discourse expression and mode of transmission, so as to guide the mainstream ideology, social consensus, promote the socialist core values, the broad masses of the people’s unity in the realization of the glorious cause of the great rejuvenation of the Chinese nation. This paper attempts to discuss the theoretical guidance of Marx’s theory of Journalism and the analysis of the internal logic and external frame of the dialogue system. Then through combing the change of the social function of the party media and the path choice of the cultural background, it provides reference for the construction of discourse system in the new era. The rise of the new media to the party media has brought challenges and opportunities to grasp the pulse of the times, the continuous innovation of discourse system, is the fundamental way to reshape the voice of the party media.
