The Research Of The Theory Of Dominating As A Whole In National Security Law

On July 1, 2015 "national security law" was enacted, the current situation of our national security is becoming more and more serious, faced with external maintenance national security and development interests, to maintain the political security and social stability of the double pressure. In the "national security law" before the introduction of the domestic legal documents already have a lot of laws and regulations contained in the word, but its meaning is different, and there is no clear meaning. This paper mainly studies the concept of national security law in the meaning of the concept of national security law, the purpose of the overall interpretation, and try to build a national security system.This paper mainly adopts legal linguistics in quantitative and qualitative methods, in the first part of the article, to contain the overall concept of China all the current effective rule of law has carried on the empirical analysis, to co-ordinate used in current effective legal language system are analyzed and summarized, summed up the using rule of the word as a whole in the law.In the second part of the first part of this paper is the empirical analysis of the overall usage of data distribution is described. From the co-ordinate the use of field distribution, qualitative analysis of legislation in these areas in the overall use of reason, also based on the national security act in coordinating the meaning analysis, reveals the legislative intent of the national security law as a whole.The third part tries to overall system framework of national security law, for the purpose of China’s state security law overall national security legislation of this implementation of innovation theory, and introduce the system on the principle of national security law system construction, the national security law built an open system, and in the system to build the system, around the aim of legislation of the national security law, subject to the overall system, legal resources and system operation structure of memory arrangement, in order to to enrich the national security law co-ordination theory, on the construction of Chinese characteristic national security road to contribute.
