Research On The System Of The China Current Civil Supervision To The Basic Civil Servants

Civil supervision to the basic civil servants refers to the citizens’ inspection and supervision, in the form of individual or groups, in accordance with the stipulations of constitution and the law, and by means of criticism, proposal, accusation, charge, exposure and denouncing, complaint visits and report for realization of their rights, to the exercise course of power of the basic civil servants of the state. It is a basic form for citizens to participate in the political activities, administering the state and the social affairs and to be the master of themselves and in charge of the state. Research into the issue on the system of the civil supervision to the basic civil servants is the current, urgent, important and realistic issue for giving an impetus to the construction of socialist democratic politics. This thesis expounds the issue on the system for the civil supervision to the basic civil servants mainly in three parts.Part One: The general introduction to the civil supervision. This part is about the boundaries of some concepts, including the basic civil servants, the supervision to the basic civil servants, the types of supervision, the theoretic analyses on the civil supervision, the analyses on the connotation and functions of the civil supervision. This part is the theoretic base and logical starting point for the research of the this thesis. Part Two: The general situation about the civil supervision to the basic civil servants and the analyses on the straits for development. Some achievements of the civil supervision to the basic civil servants have been made in our country, but the weak consciousness for supervision, the imperfect related systems and the low quality of the supervision still exist because of the influences and restriction by the factors of economy, politics, culture and environment. This part is the starting point of the research of the thesis, and it is also the hint and sign for Part Three. Part Three: To perfect the system of the civil supervision with Chinese characteristics to the basic civil servants. This part gives the issues mentioned in the previous part consideration and strategies---to cultivate the consciousness of democracy and law, to strengthen the cultural education, to perfect the construction of the related systems, to widen the channel of participation and to optimize the social environment. This part is the lodging point of the whole thesis.
