The Issues And Strategies Of The Basic Level Civil Servants Abilities Building

With the economic development, our country steps into the transitional period in overall structure adjustment. As social problems become diversified, and gradually appear complicated, comprehensive and novel, grass-roots civil servants as the immediate media, play a more important role in implementing national policies and law in social life. To break the bottleneck the development of society and economy brings, and facilitate the service consciousness and ability of local grass-roots civil servants, the present author puts forward several suggestions in constructing the ability of grass-roots civil servants. Our discussion and proposed solutions are presented along with the practice of Yushu's ability construction of civil servants, to offer some beneficial reference and help.The ability of grass-roots civil servants determines a nation's level in basic social management and administration. It is an intrinsic requirement to strengthen the ability construction of grass-roots civil servants, of building new socialist countryside, facilitating countryside's economic and social development, and abolishing dual economic structure of urban and rural areas. Grass-roots civil servants face more challenge with the gradual development of our country's reform in political and economic mechanism. So it's the only choice to strengthen the ability construction of grass-roots civil servants, coping with above-mentioned challenges and realizing synchronous development with new socialist countryside construction.The thesis is dedicated to expounding the spirits of the report of party's seventeenth national congress on the construction of grass-roots civil servants through scientific research and detailed material and convincing demonstration.
