Republic of China Government fully recognized the importance and necessity of development of overseas Chinese education, and changed the Government’s laissez-faire policy on overseas Chinese education in late Qing dynasty. In terms of overseas Chinese education has developed related guidelines and policies, Concerned with supporting overseas education. Especially Nanjing national Government period, inherited former Government overseas Chinese education policy of history Foundation, active enacted and efforts implementation overseas Chinese education policy. Even in times distress of war period, Nanjing national Government always pursued "war be for usually see" of education advocates, saw training talents as the fundamental mission of education. Nanjing national Government has Conducted useful explorations and tries on overseas Chinese education of Supervision management, teachers training, funding financing, overseas Chinese school Office, war demobilization and so many other areas.Paper is divided into four components:Nanjing nationalist government of overseas Chinese education policies in the first decade of development, overseas Chinese education policies of Nanjing national Government during the war of advancement and adjustment of the overseas Chinese education policies of the national Government in Nanjing after the war, and Reflection on the history of overseas Chinese education policies in the period of Nanjing Government. Each part of the contents was summarized as follows:The first part discusses the development of overseas Chinese education policies in the first decade of the Nanjing national Government. Education policy has continuity, Qing dynasty late and Nanjing national Government early, Government has increasingly noted to overseas Chinese economic forces of growing, and has changed the past free of attitude on overseas Chinese education development. In this period Government taking supporting and encouraging policies on overseas Chinese education development, and has established specifically overseas Chinese education management institutions; as well as, has held overseas Chinese education meeting. These initiatives has Laid the foundation of the Education policy developed as well as Measures enacted, and became the cornerstone of the development of overseas Chinese education policies developed in later periods. In this period, as during the initial development of overseas Chinese education policies, mainly for the management of overseas Chinese education policies and measures of institution-building, and policies formulation and implementation. The second part deals with overseas Chinese education policies of promoting Nanjing national Government during the war. With the outbreak of the Pacific war as watershed, before and after the overseas Chinese education policies are divided into two stages. Pre-war, to meet the needs of war, Nanjing national Government continued to promote overseas Chinese education policies of the pre-war. During wartime overseas Chinese education policies more flexible, pragmatic, and further strengthened the supervision of overseas Chinese education. All over the South Pacific have started a national liberation movement, achieving national independence, wining the national liberation. Keeping up with the pace of the times in overseas, from the previous step by step "the roots" to "put down roots", joining the local nationality to become Chinese, overseas Chinese also began to transform.Part Ⅳ as the end of this paper, theoretical consideration on overseas education in the period of Nanjing national Government policy. In General, in the period of Nanjing national Government overseas education policy success, surmounting obstacles, overcoming the difficulties of overseas Chinese education, under conditions of hardship, have achieved gratifying results. Of course, considering of the special environmental constraints in the era, during the actual execution of the overseas Chinese education policies, far short of the desired effect. Mainly for administrative power of chaos, non-adaptability of the overseas Chinese education policies, as well as overseas Chinese education funding difficulties, lack of teachers, these problems with the development of overseas Chinese education policies always, becoming the bottleneck of restricting the development of overseas Chinese education. These problems is of great significance and reference value for today Chinese education in policy formulation and implementation.
